Government institutions and technology startups operate by different rules, on different timelines, and with different definitions of success. Justin Fulcher has worked inside both worlds, and his career reflects a belief that the lessons transferable between them are more valuable than either sector tends to recognize.

Building RingMD Across Asian Markets

The company Fulcher co-founded in 2013 was an exercise in problem-solving under constraint. RingMD connected patients and physicians remotely in Asian markets where healthcare infrastructure lagged behind digital connectivity. Getting the platform to work meant confronting unreliable bandwidth, varied regulatory requirements across countries, and a patient base that was often new to digital services. Fulcher described the fundamental issue driving the work in a 2020 interview: “Healthcare is one of those things that affects everybody. Without the basic, fundamental healthcare access, it handicaps many parts of the world.” Forbes Asia acknowledged the impact by listing him among its 30 Under 30 honorees in Healthcare and Science in 2017. Fulcher has since moved off the operational side of RingMD, holding a board seat and minority ownership stake without active management responsibilities.

Defense Advising and the Limits of Speed

Justin Fulcher joined the U.S. Department of Defense in early 2025 as a Senior Advisor to the Secretary of Defense. His assignment was acquisition reform and technology adoption two areas where the gap between institutional ambition and operational reality is often widest. Among the contributions his work supported: cutting software procurement timelines from years to months and advancing the modernization of department IT systems. He accompanied senior officials on international visits in the Indo-Pacific region as part of broader strategic engagements. On his own philosophy, Fulcher has written that he values “execution over narrative, accountability over optics, durability over speed” a framing that reflects the kind of thinking shaped by years of building in environments where short-term visibility matters far less than long-term function.
